I found this penny with no tool Mark's of anykind and one picture it next a normal to show the difference. Any ideas?
Damaged. Not a Mint Error. No tool marks does not mean it was minted that way. That did not happen at the US Mint.
possibly incorrect tools from someone learning coin ring making or simply doming. You first have to learn to dome the coin correctly otherwise all sorts of oddities happen such as your coin. probably a failed discarded test piece. some beginners are real hacks .. just search out youtube for bad examples of doming coins. When they get better they start doing stuff like this

It’s called home crafts using coins becz it’s cheaper than buying metal blanks and stuff. I’ve seen stuff that would make ppl’s neck hair stand up. I’ve seen stuff that looks like improper alloy mix planchets that was based on some acidic wipe. Yes, wiped on the surfaces and not the edges. I have friends who make coin rings and I’ve had to help them improve their techniques, but at the beginning they just trash coins with improper techniques. Heating pennies to soften them for various reasons, etc etc. On musical instruments like french horns you’ll see coins glued to the touches and wear weird over time. And hey lookie here Think of it this way. Beginner tap shoes. You can use quarters too but pennies are cheaper.
