Am I to believe the s mints are proofs?

How would I know the S mints? Would they have an S on them?

Yes, on the cent coins, no letter below the date denotes being minted in Philadelphia, a D would indicate Denver and an S would mean San Francisco. I think most S mint coins (at least from the 70's on) were proof. Some years there are some that were made for general circulation, I always pause when I find one.
