Hi everyone, I recently found another W quarter and I’m wondering if that mark on the reverse is a cud or scratch. It looks like two little dots, one is bigger than the other. It’s hard to tell if it’s raised or not. I think it’s a cud, but I wanted to get some 2nd opinions. Thanks for the help!
The marks you seem to be indicating look like bag marks from where the coin took a hit from the edge of another coin in the bag.
Not a cud. Cuds involve the rim of the coin. Your's appears to be a small die crack but hard to tell from the photos. I don't understand why you can't discern if it raised or not. Just lightly run your fingernail over it.

I get from the pictures it's the interior edge on the reverse you are referring to where it reads "in the pacific" and "e pluribus unum" Looks like a scratch to me from a coin wrapping machine. Pictures are blury, but the one good one tells me that.
I noticed that coin wrapping machine scratch on the interior edge, but I believe the OP is referring to the dots in the field. Those look like bag marks from the reeded edge of another coin, as someone else had mentioned before. If they were raised from a broken die, they would not be cuds as they do not interact with the rim. They would be die chips.

The mark you circled in post #10 was caused by getting hit with a reeded edge of another coin as others have said. Most likely another quarter during distribution process. You can also see marks like this on the obverse. It feels raised due to displaced metal from the hit
Bag marks, reed hit from another coin, small die break, none of it increases the value of the coin and is not considered a collectible in my opinion, but keep on looking and good luck.
