I found this wheat cent and I'm wondering whether this is a mint error or PMD. I'm fairly certain it's PMD but I'm playing it safe and just making sure. Thanks in advance to all people who reply.

The coin looks slightly distended, which tells me it is PMD.

I will say Lamination Error, Due to the design of the outer wheat ear showing through in area in question and the ragged edge at the bottom of said area.
It also seems to me that if there is this much damage on the reverse, PMD would leave some on the Obverse. Can you post a photo of the edge of the coin ?

Your last photo does show the distention of the edge alot better. I am also turned toward the PMD, after seeing it.

PMD. The displaced metal on the rim is the giveaway.
