Valerian I, which mint?

I find it quite difficult to determine the mints at which coins of Valerian I were struck.

For example, the coin below; I have it down as Rome or Milan or Viminacium.
I compared coins on Wildwinds and Ascearch and found that the figure of Fides seems to hold different standards on the coins from Rome, i.e. both standards on the ground. So I guess it is Milan or Viminacium, but I tend to the former. Does anybody know more about mint attribution for these coins?

Göbl 807d (30 spec.), assigned by him to Viminacium, though I consider this location of the mint doubtful.

Thanks a lot, that is very helpful. I agree, based on style I tend to think that the mint is Milan rather than Viminacium.

Here is another Valerian, where I am very uncertain regarding the mint. I bought this coin with an attribution to Viminacium, but I think this is more likely a product of the mint of Antioch (than again, there are Antioch coins of Valerian with yet another very distinctive style, see second coin below)

Looks like Göbl 1579b (8 spec.), attributed to Antioch.
