Well you do have something going for you... the post office admitted it was scanned and delivered to an exact address. So you know who received the package. I would try and get that info from USPS in writing somehow.

As others have mentioned, it's very possible that the recipient will mark it "wrong address" and turn it back in. If they do that then wouldn't the same mail carrier be the one to receive it? Go talk to the mail carrier and ask if they have gotten it back. If they haven't, perhaps you could then ask them to ask the recipient to give it back. I mean if they messed up then maybe they'd be willing to fix it. Offer to go with them if they'd like.

If the mail carrier is certain he delivered it to the people at 2015 Ford (or whatever it really is ) and the people at the house say they didn't get it, tell them you don't care if the package has been opened. Let them know you just really want YOUR stuff. Be sure to show them the tracking showing delivered to them (if you get that in hand). If they stick to the we didn't get it mantra then I recommend backing down. You don't really have proof they did get it and it's not worth starting a war over 30 dollars anyway.

If you open a claim for item not received with eBay, let the seller know beforehand and assure them you know it's not their fault and that you are not planning on dinging them with feedback. Try to get eBay to eat the loss. You are going to need the post office's tracking record showing delivered to wrong address however. Without that I wouldn't open a case.

If this was a more expensive item I would probably also suggest filing a police report. For an item of low value though that would be going overboard.
I mean if they messed up then maybe they'd be willing to fix it. Offer to go with them if they'd like. If the mail carrier is certain he delivered it to the people at 2015 Ford (or whatever it really is :)) and the people at the house say they didn't get it, tell them you don't care if the package has been opened.
