If a government is involved btw, that <i>is</i> a conspiracy, by definition, as it means more than one person is involved (any criminal enterprise that involves the cooperation of two or more people is technically speaking a conspiracy). Private criminals doing this would be a conspiracy too, as long as there was more than one of them.
