It's very wrong and misguiding for collectors or people who buy such products for collectors and are not understanding the value or what they should only be spending to acquire the coins. Likewise there may exist a potential future issue with packaging that has been counterfeited and sets reassembled from the greater mintage of these coins available. Just my two cents on this.
