    Like @serdogthehound the 1st said, it could be a Wx Seal. The part to the North could be where something attached to hold it as it would touch hot Wax. cropped-letting-go-open-hands.jpg

    It is almost certainly a lead bag or bale seal. They were two pieces connected by a tab, they were squeezed onto bags of grain, flour, or whatever product when the bag was closed to show it had not been tampered with afterward. This impressed the name of the company into the soft lead at the same time. Do a google search and you'll see plenty of them.
