Welcome to the neighborhood @MrisaW ! I don't think it is missing clad layers on both or even one side. It looks like the discoloration was caused by being subjected to the elements. If it was missing a clad layer, you would not see the "silvery" coloration on the high points. Chris
It is Environmental Damage. Exposure to the elements.. Soil, dirt, sand, water, weather and/or chemicals can change the color of clad coins. Here are examples from my Metal Detecting finds - It even affects Nickels
Also.. A true missing clad layer error usually occurs just on one side. There are examples of missing clad layer on both sides but that would be a super rare find. Here are examples from my collection -
