If you mean untoned when you say "brilliant", I would refer you to examine the number one set of Roosevelt Dimes in the NGC registry. NGC Roosevelt Dime #1 Set Slideshow
Eye appeal is a factor in mint state grades as is luster, but this seller seems to struggle with toned minor coinage. I don't think we should condemn the coin just because the seller has obvious problems imaging small toned coins. Here is another example he has for sale. 1959-ROOSEVELT-DIME-SILVER-NGC-MS66-RAINBOW-3450055-036 My photos would make that coin look like a superstar. His photos make it look, well, tarnished!
Any idea why the majority of coins after the late 1950's are a MS67 grade while those before are a MS68 grade? Were new presses brought into play? Perhaps a change in stamping pressure or an increase in stamping speed? Or was this an indication of stricter grading standards from that point on?
I guess eye appeal trumps the slab if the coin is that decrepit. It wouldn't even sell for a Jackson, which is below NGC's list price.
