The editors of RIC felt the need to divide volume 4 into three parts and volume 5 into two so I could see a group of 13 coins having merit here as well. Volume 10 should have been split into two so that would be 14 coins. IMHO volume 2 could have been split into Flavians and Nerva-Trajan-Hadrian making a reasonable group of 15 coins.
