Trouble identifying ERROR in 1854-O with ARROWS , What ERROR IS THIS ? MINT ?

    ERROR in QUARTER DOLLAR <- 1854-O -> with ARROWS.
    Trouble identifying the Error i just found it out at my heritage vault.
