What you may not know is that certain areas of the Roman Empire had hand-picked individual governors known as <b><i>Procurators </i></b>who ruled for the Emperator, with authority to enforce the edicts of Caesar, i.e. the collection of taxes, the maintenance of an armed guard and the power to exact punishment. The <b><i>Procurator</i></b> also minted coins for circulation.
