Well it looks like it had the PVC residue on it for too long, the coin is already etched. But the residue needed to go or it would have just continued damaging the coin making it even worse over time.

 

Now put some MS-70 on it.

 

The work is unfinished; that didn't get all of it. The upper left obverse and reverse around the D in TRADE look to still be active.

With a coin like this, my first soak would be 24 straight hours, followed by a rinse and a second 24 hour soak. Only then would I have looked to see how well I'd done.
