[QUOTE="Conder101, post: 199958, member: 66"]No they are not. the law mandating the changes on the reverse of the cent in 2009 was signed into law on Dec 22, 2005 and it doesn't say anything about an 09 VDB. The Mint does NOT have the authority to change the designs even after25 years. After the 25 years the Secretary of the TREASURY has the authority to change the designs without the consent of Congress. Personally I with they would adopt my plan for design change. Change ONE coins design every five years. That way collectors could look forward to a new design appearing at a reasonable interval, the public would see an occasional change in their coins, and by the time you get back around to the first coin again 25 to30 years will have passed and it can be changed again without Congressional approval. This would also mean that no design would last longer than thirty years (No long stagnant period like we currently have) and the coinage could be kept fresh and vibrant reflecting more of the era remembered those those alive and living in it rather than a stranglehold on great granddad's era. GDJSMP is right on his history. In the 60's, 70's, 80's, an 90's we kept begging for design changes. the Treasury's answer was always no because they said you couldn't have more than one design for a coin in circulation at a time. People would get very confused and counterfeiting would become a big problem because people wouldn't be able to tell if a coin was good or not. They had to be drug kicking and screaming into the 50 state quarter program, until they saw the seniorage from the DE quarters.
