Better pics. From that one pic it looks AU possibly details. From that pic I would not slab that coin.

If it is an AU and I believed it would receive a numerical grade, I still wouldn't submit it. I would rather spend the money on other coins.

NEVER EVER SUBMIT! ALWAYS DENY DENY DENY!

As for the coin? Is it a P, D, or S?

Obviously not one of the Obverse Mint Mark coins so a reverse shot is needed.

    Should you submit it?

Clearer more precise photo's are needed of both the obverse and the reverse.

Submitting for certification is good for some coins, but not that one. If it were a 17-s obv I would think about it

Generally, if you're submitting just one coin, it has to be worth $150+ in order to be worth getting slabbed. (If it has some sentimental value to you, go ahead, even if valued lower)

If you save up multiple cheaper coins, then the shipping cost gets spread out over all the coins, and it can be worth it to slab them.

This. Single coin submissions are brutally expensive when you factor in shipping both ways.
