There is luster, but this definitely confirms "no star" for me. The luster isn't very strong, it doesn't pop, and the areas towards the rims are too dark. An attractive coin, but not star-worthy.

This last one was a close one. I'm split myself (and think those that say no star make a solid case) but would ever so slightly lean towards giving it a star (53/47 pro-star ). It is more deserving than quite a few that I have seen receive stars (which might not be saying a ton as there are mediocre toners in star holder). It also seems like my video might make it darker than reality while the image makes it a bit lighter. The luster also wasn't fully captured in the video (it's better in hand and I've noticed that my main video technique tends to under-represent the luster).

I'm going NO Star I believe that is a nice Capped Bust Half, but this series just doesn't lend itself to receiving stars. I've seen very few that I would star (I checked and I also went no star for all three that have been featured so far in this thread).
I'd go with no star as well. The devices look dull in the photos. I guess I'm biased against a non MS coin getting a star.
You've got a losing record, then, buddy I've posted all 4 - 1 no star, 2 with star, now 1 PCGS. As for the 1813 no star, that's the one I talked to Mark Salzberg about recently to get more information on his philosophy on stars. Based on his idea that the obverse has to really WoW you, I think this one might get a star if crossed to NGC. Out of curiosity, what would you need to see to give a circulated Capped Bust Half a Star?
Maybe it's whoever decided to give those two their stars that has the losing record. I'm close to @wxcoin where it would be pretty hard to give a circulated coin a star (at least most below AU 58). I would need to see rainbow/vivid colors to give a circulated Capped Bust Half a star.
That's where I have issues with the star designation. It seems more subjective and less objective (at least for non proof coins). The star designation seems to be applied to coins that meet a specific objective grade but stand out in some way from the others. I can look at hundreds of non proof coins of a specific series and date for a given grade and find many which are far superior than others. What's my criterion for separating these coins? Eye appeal, which is truly subjective; not everyone will agree with what I consider eye appeal. For proof coins, like many Franklin halves, a non-cameo star example may have have cameo features on one side and not the other. This is an objective reason to give a star. Toning is in the eye of the beholder and totally subjective. Would one consider giving a coin a star if, say, the net grade was lowered because of a lower grade on the reverse? To me that would be an objective way of giving a star to any coin; both circulated and uncirculated. I guess I've rambled on enough here. No system is perfect but I'd like some sort of objective way of determining whether to give a coin a star or not.
