The overall color coverage of this second Franklin is much better and I like the vibrancy on the obverse. The luster is the key to the star on this one. Your photos seem to hide it, but if the luster is strong and makes the color pop, then this could would deserve a star.
For the second Franklin, I do think that it deserves a star - but NGC did not give it one Who's next?

It's nice, but not star worthy to me especially for the date. Rainbow toned 1958-D are a dime a dozen.

I'm not a huge fan of the dark crescent on the reverse, but overall that is a superb piece. The obverse really pops. I like the star for this one.

Star or No Star. Additional information, about this coin, will be posted at the end. How much rainbow toning does it take to cover the coin for it to be Star worthy, in your opinion, 15%, 25%, 50%, etc.? Possibly slabbed before the * or even the + symbols.
For me it about the intensity, vibrancy/brightness, luster, and other factors too and not just the amount of toning. With that said, a tiny sliver of crescent toning usually doesn't do it for me, but it varies.
I'd say NO Star I think it's close, but the right third of the obverse appears to have some unattractive color. If that part was untoned, then I'd lean closer to star. If I had to set a percentage for amount of toning, I'd say at least 25% (and maybe even 33%) of one side. I agree with @EyeAppealingCoins that a small crescent usually isn't enough to excite me.
