No, not counterfeit, just unreported. Sometimes things falls through the cracks. Some notes are printed and go unreported and some notes that are reported were never printed. It goes both ways. I have a 2013 $1 Boston replacement note and they show up on eBay all the time. The current guess is 6.4M printed in two runs.
Interesting that the powers that be at the mint, the treasury and even Congress aren't concerned that the exact count of currency released into circulation isn't 100% to the dollar spot on. Sounds like an audit nightmare.

In the case of the reported notes and weren’t actually printed, it took years to notice they weren’t showing up in circulation so I filed a Freedom of Information Request and the BEP admitted it was an oversight on there part.
The FED keeps track of the notes it receives and issues. It does not matter to the FED what the BEP reports as having been printed but not received by the FED.
Star note look up says run size 3.2M total 3.2M. And when I click your link it says run size 3.2, total 6.4.
