No, this is not how star notes work--that would defeat the entire purpose of star notes. The serial numbers are not matched this way. This star note *00003607A would have been used as a replacement for A00256735A or something like that. The whole reason why star notes exist is so that replacements can be prepared in advance, before the defective notes are even discovered. The star explains why there's an out-of-sequence serial in the middle of the strap of new notes. In the old days (before 1910), every defective note was replaced with an individually prepared replacement note that had exactly the same serial number, letters and all, as the bad note. This took a lot of time, since each replacement had to be specially numbered, one at a time, by the inspector who found the defective notes. Star notes were invented to speed up this replacement process, by getting rid of the requirement that the replacement note's serial number had to be matched to the bad note's serial number. And I'm not sure I'd call this 1957 matched pair "common", but it's not the first one I've seen either. Somebody seems to have got hold of the first brick of 1957 silver certificates, A00000001A - A00004000A, and sold all those low serials into the collector market; they come up for sale fairly often. So whenever a low-serial star note was found, there's a good chance that the corresponding low-serial regular note was available to pair it with, and quite a few pairs like this were put together.
