    Easy.. When the blank planchets arrived in bins to be poured into the minting presses to be struck there was that piece of webbing mixed in. The piece was struck and it was found by one lucky person.

    Very nice error. That piece of webbing easily fits into the coining chamber.

    No.. The fragment is still the same thickness as a normal planchet. It would be stuck just the same.
    It's a known error. Not the first ever found.

    But my question is, is how it being struck wouldn't move the fragment, flipping it over or shifting?

    Nope.. It fit perfectly into the chamber and it was struck once.

    Good question, click on the photo and follow through and it seems not to have any rim. Must have just slid through...
