This coin does not look MS at all!

That finger print on the obverse was the first thing that jumped out at me.

They are becoming a bit more lenient, which surprises me about NGC as they're the only TPG to assess both sets of lines as opposed to only one set, which is too easy to give the designation.

Last R.A.C.E here there were a lot of NGC FBL Franklins that I question as to whether they should be designated.

 

Looks like a 64 to me , but looks like a break in the bell lines , so MS-64 95% bell lines .

 

Ditto Atarian and green18. That alone would stop me from buying the coin, regardless of what the TPG label says.
