Canarsie is part of NY State. DC isn't. Without a DC quarter, it means every person in the US who lives in a jurisdiction that pays full taxes gets represented, in some way, on a quarter except DC.
http://mintnewsblog.blogspot.com/2009/03/us-mint-bags-rolls-offerings-sell-out.html A nice little article that includes info on PR quarter.
There are some, include people I was drinking with last week, who would question that. They should have a quarter for every neighborhood in Brooklyn Coney Island, Brighton Beach, Flatbush, Midwood, Gravesend, Bensonhust, Bay Ridge, Sunset Park, South Brooklyn, Park Slope (East north and south), Sheepshead Bay, Manhattan Beach, Geritsen Beach, Madison, Flatlands, East Flatbush, Mill Basin, Flatbush, Bergan Beach, Cobble Hill, Clinton Hill, Fort Green, Carol Gardens, Windsor Terrace, Bedford-Syversaunt, Bushwish, Williamsburg, Kensington, Greenpoint, Brownsville, East New York...and Canarsie...
