So mintages came down to the 500 to 750 thousand level and collectors weren't happy because although prices in the aftermarket didn't fall they didn't rise either because everyone who wanted one had one. So then they dropped the mintages down to 500 thousand or less total for both proof and Unc, and even smaller mintages for other sets and now collectors were unhappy because there were sell outs and some people couldn't buy coins direct from the mint and had to pay higher prices in the aftermarket.
