Zinc Rot on a Copper Plated Zinc Planchet..
The plating was exposed and the zinc was affected.

Did you look at the word liberty?

 

Looks like a plating bubble

 

It looks damaged.

 

If you pressed hard enough on the anomaly, you would almost certainly be able to collapse it.
