Lack of detail in Jefferson's Hair and on the reverse there is significant loss of detail of the Building including the steps. That's what I see. I go MS64 as my highest grade.
Thats not wear its just a worn die strike.The areas you pointed out are some of the most common spots for die weaknesses on war nickels.you shouldn't penalize the coin because of this.These dies are 2 years old so this is pretty common on 44's and 45's.
Grading any coin the first thing I look at is contact. Then I inspect the luster, Then I will check eye appeal. The very last thing is strike. Just trying to help ya.
I gave it as high as a MS-65. I don't know what you're grumbling about. This is from my ANA Grading Standards handbook as I see it. Just MHO.
