The "91" quite likely corresponds to the year the typing was done on the note as it was printed in 1991: http://www.uspapermoney.info/serials/f1988as.html. The rest is likely to remain a mystery unless the individual who applied the markings sees this thread and comes forward to explain them. This is unfortunately unlikely to happen. Still, it is an interesting note from which to ponder.
