They probably failed to put a reserve price on the auction listing. When you recieve an item not as discribed, you should have open dispute console and report transaction to pay pal / ebay. They will pressure the seller and if seller has history there account is suspended. They could have helped you get the coin you paid for or make the seller send you a coin of equal value. They could have also contact the guy that you claim got the coin by mistake and pressure them, if they suspect shill bidder they will suspend both his & sellers accounts. IF you'r being nice to seller hoping he will send $200 coin for $35... LOL...
