    PUBLIC LAW 105–124—DEC. 1, 1997 111 STAT. 2535 - 50 STATES COMMEMORATIVE COIN PROGRAM ACT

SEC. 3, Subparagraph (2) " SINGLE STATE DESIGNS.—The design on the reverse side of each quarter dollar issued during the 10-year period referred to in paragraph (1) shall be emblematic of 1 of the 50 States."

Although technically, New Jersey ans South Dakota have George Washington on the reverse and obverse.
