They are going on the old stand by argument (kind of like Misaks these are sold out 1 yr. only limited editions) that there were only like 800,000 silver sets sold in 99. Then how many were broken up and put in albums? How many are still sitting OGP? and still sitting on dealer inventories? Now look at the first 2-3 years and see how many MS, Clad or Silver proofs were even being graded at all? Last update in 2009 modern coin info had less than 7000 NGC silver delaware qtrs. in everything from PF64-PF70 all UC. 5500 in 69UC topped the amounts and a mere 226 in 70UC.

What isn't told is how many of those sets are now graded by dealers and collectors hoping to cash in on that payday. If people are willing to buy and sell at even a fifth of that price more and more are going to be graded in hopes of "perfection". IF that happens and keeps happening going forward my guess is the 1999 silver sets will decades from now be like the GSA holder Morgans and worth that price in OGP because they will only be so many left to go around for silver proof set runs and albums.
