Normally this is turned to allow the legs of the staple to turn in or out. Unfortunately, this plate is rectangular so can only be turned two ways. If you are handy or know someone that is handy with metal, you can make a new plate for that spot without any groves. This will make the staple flatten out. Unfortunately they could go out or in. Makes little difference as long as they are flat. I made one with a very slight slot so the staple goes inward but almost flat. Of course you could just use a pair of pliers to faltten the staples. </p><p>Here is a horror story. At a coin show some years ago I purchased a 1921S Lincoln Cent in about the highest grade any coin has the right to be. It was in a 2x2. At home I tried to pry up the staples with a screwdriver pointing at the coin. Naturally it slipped, ran accross the face of Lincoln. I threw the screwdriver accross the room but that didn't help.
