I'm not sure how you equate the "Issuer" with a Tea Shop in London. https://boldpreciousmetals.com/product/2018-silver-st-helena-spade-guinea-1-oz/ These are marketed as a commorative Piece. These are made in the USA (Sunshine Mint), and most likely never been anywhere near St Helena.They are used as a way for the Island to generate Revenue.
