Worth keeping as an oddity but this is a minor error and probably over inked, with the cylinder not being properly wiped by a very thin and sharp blade that keeps the ink from running.
We used the same type cylinders where I worked for 38 years, to print the scales on disposable plastic syringes. We used to call the blades "Doctor Blades". VERY thin, very sharp. They would glide over the rotating cylinder and "wipe the excess ink off so there was no bleeding of the ink.
It's very very minor and not really dynamic as errors tend to be. However if you think you have something, it's not like it's going to set you back much if you decide to hold on to it. For what it's worth, the condition of the note wipes away anything you might be hoping for in collector value. It's just a well circulated dollar.
