I have a new cob and it's weighting 13.0, little low. Could the low weight be a indication that it was clipped long time ago but I don't suspect it being counterfeit I'm just wondering if its normal for some cobs to be underweight.

Yes it is quite common for cobs to be underweight. The very nature of the cobs made it all too easy to clip them with no one being the wiser.
