The pheasant is there for the same reason that Mt. Rushmore is there. Economic value of tourism.

 

From a purely aesthetic standpoint, I believe the design is the best choice of those available. I think the Bison had a slight edge, but with the nickel I do not think it would be an appropriate choice. As for the pheasant, I agree with Bacchus that it adds the necessary symmetry to the design.

If the design stays true, this will be one of the better looking state quarters in my humble opinion.
