This is a happy medium - the keep the govt happy by having a pretty face, but are free to make art for art's sake on the reverses. Were celators artists rather than artisans? The reverse is pretty good but the obverse is a bit strange. This sort of rides the fine line between official and unofficial. The lettering looks fine, but the style is strange. I'll chalk this up to a bad die and corrosion, and call it official.
