That is not extra metal. They are not drips. They are caused by breaks on the Die itself. Die Chips is the proper terminology.
@Trisia This has become the norm for Roosevelt dimes from the Philly Mint, especially in the past ten years or so. They work their dies to the bitter end and quality control seems nearly non existent. When you see it on the obverse, also check the reverse. Usually I find better chips on the reverse at the torch and in the branches left and right.
