    I want to say it's an S-2, could anyone confirm if I'm correct

    From your image I say we have a bingo! S-2 /Breen 2034
    Repunched date NW 1899/99 both the 8 and second 9 show repunching in the middle of the lower loop; stronger on the 9
    Die markers die crack from the shield to the top right side of the wreath. An R-4 however low interest level as the 1899 FND 001 proves difficult to find.

    Looks like S2 but the image is out of focus.
