The coin has not been dipped. Although my photos lack luster, there is clear cart-wheel luster on both sides.
The coin does have some damage to the rims as shown, I'm wondering if this would slab with PCGS due to the damage.

The guy was nice enough to let me borrow it for pictures and opinions.

The hairlines are faintly visible in the new pic, although it would slab.

It has not been abrasively cleaned, as I said there is cartwheel luster on both sides. This was from a VERY old collection, the coins were left untouched, which is why they toned so nicely.

    I'm look for the following:

    A grade.

Whether or not the rim damage would keep it from slabbing.

I don't know that you will take in earnest what I write, since it appears you easily wave off my experience regarding surfaces in other posts, but the coin has a fairly large and deep gash across the cheek and jawline from the corner of the mouth. This is a disturbing scratch that is both wide and somewhat deep. The surfaces overall have some chatter, but this isn't unusual for an AU-ish coin. The toning also looks like secondary toning after a dip, but of course I cannot prove that and it is only my opinion. Overall, this is a very common date in a level of preservation that is also common and yet it has surface integrity issues. In general, I tell folks who ask my opinion that they should avoid common coins in common grades that have issues. This coin fits that warning.

Judging by your post, and the rim nicks, I'm going to pass on this coin, thanks for everyone's info.
