Jim, Before you can answer that question you really need to examine the prices of the 1946-S in MS65, MS65 5FS, MS66, and MS66 5FS. For simplicity's sake, lets look at Numismedia Wholesale/auction archive vs PCGS price guide for each grade MS65----------$14 (NGC)----------$25 (PCGS) MS65 5FS------$37 (NGCA)--------$62 (PCGSA) MS66----------$24 (NGC)----------$40 (PCGS) MS66 5FS------$83 (ANACSA)------$400 (PCGSA) Your coin is already in an ANACS holder. The two ANACS graded coins in the Heritage auction archives sold for an average price of $83 and that was back in 2004. From the prices, it seems very clear that the only way you can make money is if the coin ends up in a PCGS MS66 FS holder. In my experience both NGC and ANACS are almost a whole grade more liberal with the Jefferson Nickel series than PCGS. Therefore, in order to cross this coin to PCGS, you would need to be confident that the coin would grade MS67. Unless the steps are a no brainer full steps, you simply can't submit the coin to NGC who has only graded 5 coins at MS66 5FS and none have ever been auctioned by Heritage. Years ago I think a 1946-S NGC MS66 5FS would have had a similar price to the ANACS coins, but considering the registry value of the coin, it would probably between $150-$200 now. Personally, I think you should leave it where it is, in the ANACS holder.
