A designation of full steps&nbsp; is a reference to the completeness on the steps on this portion of the&nbsp; design. Since this is one of the highest points of the design, only&nbsp; fully struck Jefferson nickels show all six steps. The steps are counted&nbsp; from top to bottom. The completeness of the bottom step determines the 6&nbsp; STEPS designation. A weak bottom step with 5 complete steps is 5 STEPS&nbsp; and a partial sixth step is 5.5 STEPS.
