Severely damaged or some kind of error?

At first glance I thought this coin was severely damaged. But then notices how the hair was not worn down on the obverse and the feathers were still visible on the reverse. It is much thinner than a regular quarter and not quite as big around.Three different layers are visible on the edges and it only weighs 3.8 grams .

Your "first glance" opinion was spot on .... As severely damaged.

Why did you create this thread in the What's it Worth forum? o_O

Suggestion.. There is a Error Coins forum here on CoinTalk. Create any Error question you may have there instead.

Kind of reminds me of a metal flat washer I saw as a boy that had been ran over by a big road roller.......
