I have a dollar bill series 2013 from Atlanta that is missing some of the white areas on the seal. I thought someone colored it in with a black marker, but under a loupe I can see that it was printed this way. My camera isn't taking good enough pictures to see it, so I edited a photo to show exactly what mine looks like. Is this ink bleeding over or is it something else?

That isn't the actual bill. I said I photoshopped that picture just to show what it looks like. That's exactly how mine looks. The back of the bill is normal, no ink bleeding through. My camera isn't good enough to take a good enough picture. I'll try to use my gopro tomorrow and see if I can get a good picture, but a gopro can't zoom in.

You can use a flat bed scanner for pics of bills if you have access to one. Just a thought.
