Most collectors only have so much money. Why collect something you dislike? Completeness is only one aspect of collecting. I collect 19th century political tokens, most listed in the Sullivan / DeWitt books. I have almost 800 pieces. There are probably 1,500 to 1,600 varieties listed in the book. Some are impossible to find. Others are very minor variations on the same theme. You can only collect some many pieces that say "so and so for president." That goes double when I am saving the money to buy the rare and expensive slogan pieces that I really want.
