Is the arrow in the photo pointing to the supposed RPM? I am not seeing it. The coin looks like MMS-011...is the date 1985-1989? Keep in mind that it is impossible to have an RPM after 1989. Keep up the hunt!
That looks like the same coin. If it were an RPM, I probably would have seen it in the other pictures and noted it. Unfortunately, I don't think the newest pictures show an RPM either. Keep up the hunt!
The mint changed the composition of the cent in 1982. Instead of being 95% copper and 5% zinc, the cents are now 97.5% zinc with a 2.5% copper plating. I there are impurities in the plating it can cause plating bubbles (which can also pop). The plating can also be pushed, shifted, or even split on coins. These are all "plating issues".
