Our arrangement is that I search them, take them to my dump bank, and pay them face value for all of the coins. I also provide them with rolled quarters which they use for buying 5 gallon jugs of drinking water for their facility. Basically, I save them the hassle of counting the change and hauling it to the bank, and I find an odd keeper here or there.
