Rim of 99P dime question

    I noticed there is a slightly raised area of copper surrounding the dime that is not reeded. What is this called?

    Looks like it might be a tilted partial collar strike.

    I have 2 99 planchett flaws ill dig them out to picture them

    If the rim is raised on the parts with no reeding it looks like this might be a finned rim
