Rare? Star note

    I looked this up and it says rare..but I'm really ignorant when it comes to the star notes...can anyone give me some info on this one ? N actually any needed info about the notes..I know the basics but not good enough lol.. please n thank you

    Somewhat, they tend to pop up more frequently than expected.A lower denomination on the serial would have been nice.
