I contacted a friend that works as a consultant for PCGS Currency specifically as an error expert, showed him this thread and he said with confidence that the fold over error is genuine and the district seal smear was post-BEP.

Once a note has been folded, putting it in or under a heavy book may make the note look better but the folds are still there. The OP's note appears far from uncirculated or even almost uncirculated....at best it looks XF.

Thanks for confirming , but I wonder when a bill has a genuine fold over error then who is going to add a post BEP big ink smear of seal to a bill that already has a genuine error ? It sounds a bit stupid sb wanting to tamper with an already genuine error bill ... my take is , it either should be totally ungenuine or all BEP error ... but thanks for asking mate.

This is my last comment in this thread. You come here to ask peoples opinions and then discount anyone who has an opinion different from your preconceived idea that the smear is a BEP error.

The fact is your note has obvious circulation. The smear on the seal could have happened anywhere. It did not happen at the BEP.

I saw the thread you started @ashyblue over on the PMG Forum, and highly recommend that you include a photo of the note. It's virtually impossible for anyone to give an educated opinion about the error without seeing the note.
